The project will establish information exchange between decision-makers in Russian federal authorities, local government bodies, and developers of digital solutions and IT integrators. Each digital platform is accompanied by information: purpose, functionality, necessary resources for application: cost, organizational, competency, and regulatory. The catalog will be updated online.
The implementation of the "Digital Economy of the Russian Federation" national program relies on the implementation of digital platforms to meet the needs of the authorities, businesses, and society. The main informatization problem is due to the low level of implementation of domestic developments, insufficient level of personnel support, and primarily poor awareness of the possibilities and advantages of existing platforms. In turn, developers lack resources and skills to popularize their products.
Effective development of markets and industries in the digital economy should be based on the best practices of applying digital platforms.
It is precisely with the development of digital platforms in the national program that the achievement of the planned characteristics of the digital economy by 2024 is associated. By this period, at least 10 sectoral digital platforms for key areas of the economy and at least 500 small and medium-sized enterprises in the field of creating digital technologies and platforms and providing digital services should be successfully operating.
One of the key problems for the development of Russia's digital economy is the so-called "digital divide" - disparities in IT technology development in Russia's regions. Along with other examples of inequality characteristic of a multinational federal economy, including in the IT field. This problem is evidently one of the main socio-economic challenges for Russia, a country where only 15.2% of the population (about 22.2 million people) live in federal cities. According to CNews Analytics, Moscow accounts for 40%, and 10 of the 85 regions account for 80% of total state IT expenditures. By the level of digitalization, Moscow and St. Petersburg can be compared to world leaders, while the regions are more comparable to the categories of "Active followers" and "Lagging followers." The digital divide caused by the existing economic and social gap between the capital and the regions contains opportunities for overcoming it through the rapid and relatively inexpensive scaling inherent in digital solutions and services. This can partly be explained by the budget difficulties of the regions.
Another important factor is evidently the attitude of regional leadership towards the introduction of new technologies, often due to lack of awareness and education, lack of comprehensive unbiased information on the effectiveness of digital technologies, their cost, and comparison of digital solutions with analogues.
Russia's significant lag in the development of the digital economy compared to world leaders is explained by gaps in the regulatory framework for the digital economy and an insufficiently favorable environment for business and innovation and, as a result, the low level of application of digital technologies by business structures.
The market value of 5 public companies (Apple, Alphabet, Microsoft, Amazon, Facebook), creating digital platforms, is $4 trillion, which is 5 times more than the capitalization of the TOP-100 Russian companies. Thus, developed digital platforms are a decisive factor in economic competitiveness for Russia.
The project should focus on actively promoting Russian solutions, establishing agreements with partners and regulators in the EAEU and BRICS markets.
Developed practices for applying digital technologies in leading regions can be replicated to other regions of Russia through detailing and placing the experience of their implementation in open access on a special internet resource. Programs can be deployed to develop digital awareness and literacy among responsible mid-level and lower-level managers, courses on integrating digital solutions into traditional business processes, in accordance with the tasks of the region. Analysis of experience, posted on the project website, will allow regional administrations to determine the required personnel resources, cost, and sources of funding.
According to industry experts, responsible for informatization, state organizations do not implement Russian digital technologies not due to lack of funds, but due to poor awareness of the possibilities and advantages, and what resources are needed for implementation. And developers do not have sufficient resources and skills to popularize their products.
The goal of the project is to cooperate with those responsible for the Digital Economy in Russia to create a unifying platform that will contain all the information about best practices and best platforms (digital solutions and software) for use in Russia's industries.
